"pledges himself to fulfil all obligations thereunder. He has
"also asked the Board of Communications to address you in the
'same sense". On the next day I received the following tele-
-gram from the Board of Communications at Peking:- "Recently
"there have been robber outbreaks in all quarters of the
"Kwangtung Province: and troops have been sent out in several
"directions for their suppression. The troops in their move-
"-ments constantly use the Canton-Kowloon line, and have to use
"trains for their transport. Under the terms of the Working
"Agreement in respect of the said line the running of trains "has been temporarily suspended from the afternoon of the 7th.
"instant at 1 p.m. to the afternoon of the 12th. at 1 p.m. for
"the sole purpose of transporting troops. The loss in earnings
"will be dealt with according to the Working Agreement. Please
"instruct officers in charge to act accordingly".

Article 7 (f) of the draft Working
Agreement for the Kowloon-Canton Railway a copy of which accompanied my Despetch of 14th. of last September requires
that "due notice (not less than six hours clear)" should be
given in case the Authorities of either section desire to
suspend traffic, and provides that "compensation shall be paid
"by the Government requesting such suspension at a daily rate *of half the average gross receipts of the other section on *through traffic as ascertained from the accounts for the cor-
"-responding month of the previous year, or failing that for "the last preceding month". Accordingly upon receipt of the
Governor-General's request I replied by telegram the sale even- -ing:- "Ordinary service will be suspended from 1 p.m. 7th. to "1 p.m. 12th. as you request". I also informed Ir. Jamieson and Sir John Jordan by telegram of the action which I had
taken.
